From October 1972 to March 1978,  the Ishikari Bay New Port was managed independently by the Hokkaido Prefectural Government, but from April 1, 1978, Otaru City and Ishikari Town (now Ishikari City), which have jurisdiction over the areas bordering the port zone, became joint managers and together the three authorities established the Ishikari Bay New Port Authority (Special District Authority), which remains in existence to this day.
